Evaluation and Reports
We want to thank you for your interest in our evaluation methods related to transition into adulthood for youth and young adults with emotional and/or behavioral difficulties. We have developed and are in various stages of pilot testing the following instruments related to evaluation in the transition arena.
The TIP System Evaluation instruments are each designed for practical applications for continuous system improvement, as well as research applications. A description of each of the instruments is provided. As our evaluation methods continue to evolve for both process and outcome assessments, we will post updates on this website.
If you need additional information or assistance regarding the possible use of these instruments or our TIP system, please contact us. We are interested in exploring the possibility of collaborating with selected sites in further refinement of these instruments, data sharing, research, and evaluation.

- Transition to Adulthood Program Information System (TAPIS)
Transition to Adulthood Program Information System (TAPIS) is an integrated internet-based system for: (a) collecting data to assess and track a young person's progress and/or difficulty as they prepare and transition into adult roles, and (b) providing program effectiveness data for continuing quality improvement of transition programs. - The TIP Case Study Protocol for Continuing System Improvement
This instrument can be used to assist stakeholders in establishing a profile of the system's areas of strengths and weaknesses. This protocol uses multiple sources of information (e.g., the young person, a family member, a teacher, the transition facilitator, a service provider and record review) to document various components of the transition process (e.g., strengths, needs, transition planning, coordination, supports and services provided, gaps in support/service provision, effectiveness, and satisfaction) in a particular environment (e.g., school, community). The information provided through the TIP Case Study analysis can be used by the administrators, staff, and other interested stakeholders to recognize the strengths of the TIP system and to set the occasion for their making modifications to further enhance the service system. - The Merged Data Analysis (MDA) This project will address progress and outcome indicators such as graduation/drop-out rates, employment rates, juvenile and adult criminal justice involvement, incarceration, postsecondary education, homelessness, public assistance and other services received by youth and young adults who were classified with a disability while in middle or secondary school). Data from a variety of state and county level agencies are being analyzed to answer questions about transition to greater self-sufficiency as students progress through, and leave school.
